Workplace traineeships

Our preferred training method is workplace face to face and our assessment methods include observation, discussion, oral questions and practical demonstrations to name a few.

 

For SAT’s (School-based Apprenticeships & Traineeships)

Where there is a unit chosen that involves Worksafe, e.g., operate forklift then Rural Training Australia will make appropriate arrangements on the student’s behalf.

 

Rural Training Australia is funded to deliver the traineeships/SAT training & assessment services via the Queensland, Western Australia & the Northern Territory Departments of Employment & Training (User Choice contracts) 

 

RTO Obligations

  1. Ensure the workplace is safe and in line with Workplace Health & Safety Guidelines
  2. Ensure that the Training Plan is completed. This will be negotiated by the RTO, Employer and Trainee.
  3. Deliver or arrange delivery of the structured training, which may be the RTO, workplace or a combination of both.
  4. Provide workplace support to the employer & student, including assisting with scheduling structured training & planning of the Assessment process.
  5. Negotiate assessment arrangements with the employer & apprentice/trainee & validate final assessment;
  6. Issuance of Certificate or Statement of Attainment in compliance with Australian Qualifications Framework guidelines
  7. Once the student has commenced study in their chosen course Rural Training Australia will guarantee to complete the training and/or assessment within the course duration and will further negotiate the timing for completion of the course if a student is unable to complete the course due to illness or extenuating circumstances.
  8. Rural Training Australia does not guarantee that a learner will successfully complete a training course.

 

USI (Unique Student Identifier) Procedure

For the first time, every student who undertakes nationally recognised Vocational Education and Training (VET) in Australia (or overseas from an Australian-registered provider) will be able to use a Unique Student Identifier (USI) to access their enrolment and achievement record from a single online source.

Students often need to provide evidence of their academic achievements, for example when applying for a job or to undertake further study.

 

As of 1 January 2015 students who are already enrolled in a qualification with Rural Training Australia but who have not yet completed (i.e. Current students) will need to have a USI before their qualification can be issued.  Rural Training Australia will offer these students an opportunity to receive a USI through bulk application once they supply the required identification and permission for Rural Training Australia to apply on their behalf. Rural Training Australia will email these students their USI once it has been received. Alternatively, students can apply for a USI themselves and provide this to Rural Training Australia for verification, however if it is not received by the time assessment has been marked the qualification issuance will be delayed.  

 

Students who enrol after 1 January 2015 will need to apply for a USI themselves through the USI website and supply the required ID. They will then need to enter the USI into Rural Training Australia enrolment form at the time of enrolment. Enrolments will not be accepted without the USI. 

 

Under legislation, Rural Training Australia cannot issue a statement of attainment or a qualification to a student without a verified USI. Once the USI has been entered on the enrolment form this will be verified as part of the enrolment process. 

 

Privacy of Personal Information

According to the Department of Industry and the Student Identifiers Bill 2014:

Using the USI, the personal information would only be linked to the educational information when a student asks to see his or her own records or when a student authorises someone else to do so (such as a training organisation) or as otherwise authorised by Commonwealth legislation.

 

Rural Training Australia as a Registered Training Organisation (RTO) has an obligation to report student data on an annual basis to the VET regulators; the USI will form part of this reporting. Applying for a USI

The USI system accepts any one of the following valid forms of Australian ID:

  • Driver's Licence
  • Medicare Card
  • Australian Passport
  • Visa
  • Birth Certificate (Australia)
  • Certificate of Registration by Descent
  • Citizenship Certificate

Names entered into the USI system must match the ID presented.

 

Without one of these documents a USI cannot be issued and enrolment may not be possible. In this situation it is recommended to contact Rural Training Australia and they can discuss with the USI Registrar.

Complaints and Appeals Policy

RTO’s Management shall ensure that all complaints and appeals are dealt in accordance with the principles of natural justice and procedural fairness and remains publically available. All complaints and appeals shall be subject to notification within the RTO’s management meeting and require the implementation of the RTO’s complaints and appeals process.


Scope of Complaints and Appeals Policy


The RTO will manage and respond to allegations involving the conduct of:

  1. the RTO, its trainers, assessors or other staff;
  2. a third party providing services on the RTO’s behalf, its trainers, assessors or other staff; or
  3. a learner of the RTO.

 

Complaints and Appeals Procedures

Learners may choose to submit a complaint to the RTO staff via the Informal Process or Formal Process.

 

(Please note ‘RTO staff’ will be considered to include third parties or partnering organisation staff)

 

Informal process

  • Learners may submit a complaint (verbally or in writing) directly to the RTO’s staff with the purpose to resolve a complaint through discussion and through mutual agreement. All complaints received will be acknowledged in writing by the RTOs Management.
  • The RTO staff are required to explain to the Learner the Informal, Formal and complaints and appeals processes available to them.
  • Learners may be accompanied by a third party of their choice to support them in the informal process discussion.
  • All informal complaints when finalised shall be reported to the RTO’s Management by the RTO’s staff (via a stakeholder feedback form) for further review and consideration for potential continuous improvement actions, regardless of whether the complaint was resolved or not.
  • All informal complaints that are not resolved with Learners by mutual agreement with the RTO’s staff will require the completion of the formal complaints process.

 

Formal Process

  • When a Learner wishes to submit a formal complaint or is dissatisfied with the attempt to resolve a complaint informally (directly with staff) the Learner may submit a formal complaint to the RTO’s management utilising the 'Student Complaint Form'.
  • The RTO’s Management will respond in writing to all formal Learner complaints within 5 days of receipt of a 'Student Complaint Form'.
  • When a Complaint is recognised as requiring more than 60 calendar days to resolve the RTO’s management must inform the complainant in writing, including reasons why more than 60 calendar days are required; and regularly update the complainant on the progress of the matter.
  • The RTO’s Management shall respond to formal complaints from Learners in writing proposing a resolution to the complaint.
  • The RTO Management responses to the complainant shall include information and procedures concerning the complainant’s right to appeal the proposed solution and request for an independent adjudicator.
  • All formal complaints when finalised shall be reported to the RTO’s Management by the RTO’s staff (via a stakeholder feedback form) for further review and consideration for potential continuous improvement actions, regardless of whether the complaint was resolved or not.

 

Appeals Process

In the event of a Learner advising that they are dissatisfied with the proposed solution for a formal complaint to the RTO’s management, the CEO shall provide an additional opportunity to provide a solution and shall apply the External Appeal process.

 

External Appeals

  • The CEO shall advise the Learner that an Independent Third party shall be sought to consider the nature of the complaint and a possible further resolution at no cost to the Learner.
  • The selection of the Independent Third party shall be communicated with the Learner and the selection must be with the mutual agreement of the Learner.
  • The RTO’s management shall make contact with the Independent Third party and provide all documentation related to the formal complaint and Learner contact details.
  • Independent adjudication responses must be within 7 days from the date that all formal complaint documentation is provided to the Independent Adjudicator.
  • When an Appeal process is recognised as requiring more than 60 calendar days to resolve the RTO’s management must inform the appellant in writing, including reasons why more than 60 calendar days are required; and regularly update the appellant on the progress of the matter.
  • On receipt of the formal complaint documentation the Independent Third party shall make contact with the RTO’s Management staff and the Learner and arrange a suitable time for further discussion pertaining to the formal complaint.
  • All Independent Third Party proposed solutions shall be final and be reported to the RTO’s management and the Learner in writing and will require immediate implementation by both parties.

 

Assessment result appeals

All appeals from Learners relating to assessment results must be received in a period no longer than 3 months following the competency decision.

 

Assessment Appeals Procedure

Staff delivering training and assessment services on behalf of the RTO will be required to:

  • Provide timely guidance to all course participants regarding the assessment appeals procedure.
  • Clarify any aspects of the assessment results that a student does not understand.
  • Provide each student that requests an assessment appeal with the required 'Assessment Appeal form'.
  • Communicate directly via email as soon as possible with the RTO’s management on any advice (verbal or written) provided by a student that they are seeking to appeal an assessment decision.
  • Schedule a meeting with the student and the RTO’s management when a completed assessment appeal form is received from a student.
  • Communicate any outcome decision by the RTO’s management to uphold or overturn an assessment appeal to the student’s by completing the assessment appeal form clearly identifying the reason for the outcome.
  • All assessment appeals will be processed by the RTO’s staff and management within 10 days of receipt of an appeal. All assessment appeals must be maintained on the students file.
  • Student records will be adjusted to comply with the RTO’s management appeal outcome decisions.

 

Complaints and appeals records

The RTO’s management shall maintain records of all complaints and appeals and their outcomes and reference complaints and appeals in the RTO’s Management meeting minutes identifying potential causes of complaints and appeals and takes appropriate corrective actions to eliminate or mitigate the likelihood of reoccurrence.


Records of all Informal, Formal complaints and appeals will be recorded in the RTO’s Review meeting minutes and all written student complaints records will be retrievable through the Student Complaints PCFs.

 

Employer & Trainee obligations

The Employers traineeship obligations are to

  • Employ & train the trainee as agreed in our Training Plan & ensure the trainee understands the choices that he/she has regarding the training
  • Provide the appropriate facilities & experienced people to facilitate the training & supervise the trainee while at work, in accordance with the Training Plan
  • Make sure the trainee receives on-the-job training & assessment in accordance with our Training Plan
  • Provide work that is relevant & appropriate to the vocation & also to the achievement of the qualification in the Contract
  • Release the trainee from work & pay the appropriate wages to attend any training & assessment specified in our Training Plan
  • Meet all legal requirements regarding the trainee, including Workplace Health & Safety requirements & payment of wages & conditions under the relevant employment arrangements
  • Work with the RTO & the trainee to make sure we follow our Training Plan, assist in keeping training records up-to-date, & monitor & support the trainee's progress; &
  • Let the relevant State/Territory Training Authority & the RTO know within five working days (or when the local State/Territory legislation requires, if this is different) if the Training Contract has become jeopardised.

 

The Trainees obligations:

  • Attend work, do their job, & follow the employer's instructions, as long as they are lawful.
  • Work towards achieving the qualification stated in our training contract
  • Undertake any training & assessment in our training plan.
  • Abide by all regulation IE: animal welfare, WHS, Antidiscrimination, etc.
  • Provide USI to the RTO at enrolment, if not give permission to the RTO to obtain the USI on their behalf.

 

The Employer will receive during the course of the traineeship:

  • Copy of Training Plan
  • Trainee Progress Summaries
  • Verification of Competencies Achieved/Early Completion Form
  • Copy of Certificate or Statement of Attainment (On completion)
  • Employer Evaluation/Survey Form

 

Workplace Health, Safety (WHS)

Rural Training Australia will maintain a high standard aligned to Workplace Health, Safety. Our aim is to create and maintain a healthy & safe training environment for all trainees & staff. Protect the environment whenever engaged in the field on the practical aspects of the training requirements.

 

Welfare, Guidance, & External Support Services

Rural Training Australia offers a welfare, guidance, & external support service to all participants. The nature of the information required can either be one of training/assessment nature, external support aspect, or that of a private matter.

 

Please refer all matters of concern or requests to the CEO or office manager.

 

Harassment and Discrimination Policy

Rural Training Australia ensures that all staff are adequately trained in dealing with harassment and discrimination to fulfil their roles and responsibilities in creating and contributing to a harassment and discrimination free workplace

 

Access to Records

Students have access to their personal records by completing an ‘Access to Records’ form. For records to be made available to a third party, the permission of the student must be gained. Forms are available from the RTO’s administration office

 

Disciplinary Procedures

Rural Training Australia will, in consideration of other participants, remove any participant from a course of training & assessment whose behaviour is adverse to the norm or is in variance with other participants.

Authority to View Documents

While you are undertaking your training program, there will be times when Rural Training Australia or its Training Representative, needs to discuss your situation with others.  This could be with your workplace supervisor, employer, or a workplace trainer.  As part of our work there will also be a need to examine workplace samples to help assess your work against the training program requirements. 

 

Please be assured that any discussions held with these representatives will be for the purposes of your assessment and for your development.

 

During the process we do not plan to discuss your evidence or work practices with other trainees, unless we have your written permission to do so.

 

You and your employer are required to give permission in writing for any of these discussions or viewing of evidences to occur and for samples of evidence and trainee file information to be shared with Rural Training Australia, the Registered Training Organisation (RTO) responsible for the training contract.

 

Training/Assessment Evaluation

During and after the assessment you will be asked to complete a short questionnaire/survey regarding the quality and content. We would appreciate if you could complete this and return the form (a self-addressed, stamped envelope will be provided). Please be assured that all information/comments given will be treated in strict confidence. Information you provide is used to assist us in continually improving our services.

Assessment Procedures

Assessment Practices

Rural Training Australia will at all times when engaged in assessment practices, conduct assessments according to the National VET Regulator standards. Additionally these assessments shall be of a high quality to satisfy the requirements of the relevant training package and the level of competence expected within the relevant industry domain. Alternate assessment practices can be provided for trainees who may have learner support needs.

Information on Assessments

The purpose of the training/assessment session is to ensure that you, the trainee, have gained the skills aligned to a competency. As your training is ‘workplace based’ this assessment session will be based on the same format. In other words we assess you as you go about your allotted roles at the workplace. Please feel free to ask questions and make comment as the assessment progresses.

Information for Candidate Regarding Assessment Procedure

The purpose of the assessment is to verify that you are able to apply the job role skills to perform the required tasks safely and competently. You are asked to read the description and performance criteria at the rear of this record book. Please relax and be confident in your abilities. We will have observed you using these competencies many times already in the work environment.  All we will be looking for is evidence of your competency against each Unit’s Learning Outcomes as outlined in our assessment tool. 

 

The assessment will run as follows: 

  1. We will observe you going through each of the performance criteria to the competency being assessed.
  2. We will be asking you relevant questions as you work and some afterwards.  All the questions need to be answered correctly and to the best of your ability. 
  3. We will be completing a Checklist as we go along. Competency will be awarded on a Competent or Not Yet Competent (NYC) basis.
  4. Once everything is completed, we will ask you how you thought it went and discuss the competency decision with you the outcome is confidential and if you disagree, there is an appeal process available. The Trainer Assessor will endeavour to make you feel comfortable with the process and give you an opportunity to ask questions throughout the whole assessment process.
  5. The assessment may take about 30 minutes or over a period of several visits and every effort will be taken to ensure there are minimal disruptions to you or your work.
  6. You may be assessed on each learning outcome separately or as clustered units. The assessment is a combination of verbal questions, observations & the collection of evidence. You are required to demonstrate competency in each performance criteria.
  7. The assessment will be performed in the workplace between the assessor & yourself on a one to one basis. The workplace being deemed as the correct environment to truly ascertain your skill & knowledge level. Group assessments are for evidence gathering.
  8. In the event of not being able to observe you perform the required task, the trainer assessor will confirm your skills, knowledge and ability with the employer (employer Verification)

You’re Rights:

  • If you do not agree with the decision of the assessor you may lodge an appeal in writing to Rural Training Australia within 7 days of the assessment.
  • If you do not achieve a competency, the assessor will explain the reason to you. You may ask the assessor questions about your performance at any time during the course of the assessment/qualification.
  • All necessary equipment & materials are available to you.
  • If you have any questions at all about this assessment, please speak to the trainer/assessor who will discuss and assist you in your preparation.

Flexible Learning

Rural Training Australia will if requested provide a flexible learning strategy to suit a person's specific needs. Please contact your trainer/assessor or the head office to organise an alternative strategy if required during or before the course.

National Recognition

Rural Training Australia will at all times abide by the National recognition agreements formed between all States of Australia, in the recognition of other RTO’s training & certification therein awarded. National recognition is the recognition of prior gained accredited qualifications that form part of your current training program. Recognition of Prior Learning – RPL

RPL is a form of assessment that acknowledges skills and knowledge gained through:

  • Formal training conducted by industry or education
  • Work experience
  • Life experience

The main principle of RPL focuses on the outcomes of learning rather than when or where the learning occurred. Evidence of competency is collected by the student and submitted to the nominated assessor and assessment is made based on the required industry standard within the relevant training package unit of competency.

Tips & hints to help you show your skills for recognition.

There are many forms of assessment available to gain Recognition of Prior Learning (RPL).

 

In order to have skills formally recognised in a national system, assessors must make sure you have the skill to the industry standard. This means you must be involved in a careful & comprehensive process that really covers the content of all of the units or qualifications you are applying for recognition. Your skills & experience from the past 2 years are the most important in the assessment because these show you are current in the industry. Assessment can happen in a variety of ways. Being prepared can save you lots of time & hassle. Here are some tips & hints to prepare for a recognition process.

  1. Browse through the descriptions of units that relate to your work. This will help you to get an idea about where your skills could fit with national training units. You can get full details of any unit from your training provider.
  2. Plan & perform with the RPL Assessor which units would be better assessed by doing workplace observation or 'walk-through' which can be a fast & comfortable way for you to demonstrate your skills & knowledge.
  3. Be prepared to talk about your job roles & your work history. Bring a resume or jot down a few points about where you have worked, either paid or unpaid, & what you did.
  4. Think about who can confirm your skill level. Think about current or recent employers/supervisors who have seen you work in the past 2 years & will be able to confirm your skills. We will need to contact them. You may also have work colleagues or even clients themselves who can vouch for your skill level.
  5. Collect any certificates from in-house training or formal training you have done in the past. E.g.; forklift ticket, shoeing school, low stress stock handling course, first aid etc. A copy of these is required.
  6. You can speak with the training organisation about other ways you can show your skills. These could be letters from employers, records of your professional development sessions, acknowledgements, workplace forms (as long as they don't show confidential work place information) or other relevant documents

 

Ineligible Staff (example, existing workers)

Rural Training Australia may at their discretion choose to provide the employer & ineligible staff the option to partake in RPL of a specific qualification.

Issuance of Certificates & Statements of Attainment

Rural Training Australia will issue all certification and Statement of Attainment in line with the requirements of Schedule 5 of the Australian Qualifications Framework and the endorsed Training Packages as per the scope of registration the RTO is approved to deliver Certificate and Statement of Attainment to the learner with 30 days of being assessed as meeting the requirement of the Training.

  • A fee of $20.00 will be charged for electronic copy of Certificates.
  • A fee of $30.00 will be charged for printed copy of Certificates.

 

Access & Equity

Rural Training Australia will abide by & has a commitment to equity & the different needs of a diverse range of client groups. State Departments

The Apprenticeship Office & AASN

Apprenticeship Office

  • Provides advice to stakeholders on the application of the Industrial Training Act & assists employers & apprentices to meet their obligations under the Act.
  • Undertakes an employer assessment against the training contract to ensure the employer is capable & committed to participate in the apprenticeship or traineeship.
  • Conducts induction sessions with groups of new apprentices/trainees to explain the rights & obligations of all parties.
  • Supports the RTO in delivering & maintaining quality training for apprentices & trainees.
  • Manages contractual & administrative issues relating to the training contract.
  • Provides a mentoring support & grievance resolution service to employers & apprentices/trainees.
  • Promotes apprenticeships & traineeships & provides information to the public (telephone information service 13 19 54).
  • Works collaboratively with industry organisations, AAC’s, RTO’s & other Department areas to strengthen the quality of the apprenticeship & traineeship system.
  • Maintains the Training Records System to ensure accuracy & currency.
  • Administers the Travel & Accommodation Allowance (TAA) for apprentices & trainees.

 

 

AASN (Australian Apprenticeship Support Network)

  • Promote apprenticeships & traineeships
  • Assist employers & apprentices/trainees complete & sign the Traineeship Training Contract (TTC)
  • Provide employers with a list of Contracted RTO’s.
  • Forward the completed TTC to the Apprenticeship Office
  • Process incentive claim forms for the Department of Education, Employment and Workplace Relations (DEEWR)
  • Responsible for the initiation, administration of the Living Away From Home Allowance and all other incentives.

Client Selection, Enrolment, & Induction/Orientation

Selection of participants for courses in most cases will be by nomination by the participants company & therefore an enrolment form will be required to be completed prior to or at the commencement of a course of training. An orientation & course induction shall be given on commencement of the training by trainer assessor in conjunction with the employer.

Appeals & Grievances

Appeals / Complaints / Grievance Resolution

The complaints and appeals policy of Rural Training Australia provides an avenue for students to address their complaints and appeals to Rural Training Australia Management and have them dealt with in a constructive and timely manner. All outcomes of complaints and appeals will be responded to in writing. If resolution is not reached an Independent adjudicator may be sought at little or no extra cost to the student.

 

Steps in lodging an appeal:

Discuss the concern with the assessor initially.

  • If the matter is not resolved satisfactorily, then lodge an appeal in writing with the CEO or Office Manager within 21 days of the event in question.
  • The Apprenticeship Office for the trainees region will act as an arbitrator.
  • There must be a Management & trainee representative present.
  • The arbitrator cannot be the assessor who carried out the assessment.
  • Each appellant is given a written statement of the appeal outcomes including reasons for the decision. If the appeal decision does not meet the trainee’s requirements, then the CEO or Administration is to advise the trainee to lodge their complaint with the Training Accreditation Council.
  • The appeal needs to be in writing with appropriate evidence & related correspondence attached. The complainant needs to complete an appeals, complaints & grievances form when lodging a complaint with Rural Training Australia.

Complaints Procedures for AASN, Apprenticeship Office & RTO

If a trainee has a complaint or issue with the AASN & feels they cannot resolve it with the AASN then they can lodge the complaint with the Apprenticeship Office. Likewise if a trainee has a complaint or issue with the Apprenticeship Office & feels they cannot resolve it with the Apprenticeship Office then they can lodge the complaint with the AASN.

 

If a trainee has a complaint with Rural Training Australia they can do the following.

 

Steps in lodging a complaint or grievance.

In the case of a client having a complaint or grievance about any aspect of Rural Training Australia the following procedures will apply:

  1. If the client feels comfortable doing so, they are to direct their complaint in writing to the CEO or Administration. Clearly stating, the reason for their concern, therefore allowing the CEO or Administration the opportunity to attempt to negotiate a solution. The complainant is to fill out an appeals, complaints & grievances form. This is able to be obtained from Rural Training Australia head office. There is a complaint logbook located in the office of Rural Training Australia & this book shall be filled out with every complaint raised.
  2. If the problem is not resolved the client may put the issue in writing to the CEO or Administration & request that the issue be raised with the Apprenticeship Office. The Apprenticeship Office shall make a decision on the issue & advise the client within 7 days.  If the complaint concerns the CEO or Administration, the complainant may approach the Apprenticeship Office with the complaint if this action is deemed appropriate to the situation.
  3. If the problem is not resolved in Step 3 the client may attend a meeting with the CEO, & the other person(s) involved & shall be entitled to discuss the issues at hand. As with Step 3, if the complaint concerns the Administration, the Apprenticeship Office may be involved.
  4. Any complaints logged in the complaint book shall be reviewed by the CEO weekly. If a complaint is received by any member of staff, verbally or written, that member of staff will log that complaint in the complaint book. The CEO or Administration will reply in writing to the complainant as to the steps, & the reasons for the steps taken to resolve the issue.
  5. If the decision does not meet the clients requirements, then the CEO or Administration is to advise the client to lodge their complaint with ASQA (Australian Skills Quality Authority)
  6. The complaint needs to be in writing with appropriate evidence & related correspondence attached.
  7. All complaints will be discussed during monthly meetings. Complaints will be used as a method for Rural Training Australia to continually improve its services.

 

Legislative Compliance

RTA Management and staff conducts periodic reviews to ensure that it is compliant with all state and federal legislative requirements for RTO’s including but not limited to WH&S, Harassment, Discrimination, Equal Opportunity and Vocational Education and training legislation. Trainees may gain access to copies of current legislation or regulatory requirements by directing a request to the trainer/assessor or administration.

  1. Activities for individuals/groups tied to their workplace & work roles, intended future work or training aspirations.
  2. Best Practice strategies are used to identify major new training needs by both training staff & trainees.
  3. Increasing the quality and quantity of specific training programs & support the implementation of national programs & projects in all industry areas where training is delivered.

Financial Management Policy

Rural Training Australia (RTA) is committed to the application of sound financial management practices in the operation of its training and assessment services. RTA has designated the Administrative Assistant to undertake all day-to-day financial management responsibilities under the direct supervision of CEO.

 

Financial Management Procedures

  • All monies received by RTA shall be receipted and copies maintained for weekly accounts finalisation.
  • All monies receipted shall be entered into the RTA’s accounting software.
  • All monies receipted shall be banked on a daily basis.
  • On the receipt of the monthly bank account and following the monthly reconciliation, results shall be recorded and reported to the CEO.
  • The CEO shall ensure that a Certified Practising Accountant certifies RTA’s record of accounts at least annually.
  • The Office Manager is responsible to ensure that all financial monitoring, accountability and compliance requests by the National VET Regulator is first reported to the CEO and then responded to in a prompt manner.
  • The annual audited account shall be maintained in readiness for review if requested by the Registering Body.

 

Enrolment Fee Information

The CEO shall ensure that the following fee information is provided to each client prior to their enrolment:

  1. the total amount of all fees including course fees, administration fees, materials fees and any other charges;
  2. payment terms, including the timing and amount of fees to be paid and any non-refundable deposit/administration fee; Rural Training Australia has adopted the policy of issuing invoices upon commencement of the first course unit.
  3. the nature of the guarantee given by the NVR registered training organisation to complete the training and/or assessment once the student has commenced study in their chosen qualification or course;
  4. the fees and charges for additional services, including such items as issuance of a replacement qualification testamur and the options available to students who are deemed not yet competent on completion of training and assessment; and
  5. the organisation’s refund policy.

 

Fees Paid in Advance Policy

Rural Training Australia does not require students to pay fees in advance where the fees are above $1500.

Refunds Policy

The following refund will apply to training cancellations:

  • WA User Choice funded trainees: Where a student withdraws prior to the census/withdrawal date for each unit a FULL refund for those unit's fees will be applied.
  • QLD User Choice/Higher Level Skills funded trainees: Where a student withdraws, a FULL refund of fees for units NOT YET STARTED (no training has taken place) will be applied.

Fee Relief Policy

Rural Training Australia is committed to ensuring all applications for Fee relief are processed with consideration for the stated financial circumstances of the student making application. Rural Training Australia staff will maintain all student applications for Fee Relief on the students file for audit purposes and safeguard confidential and personal information according to the Privacy and Protection of Personal Information Act 1998.

 

Fee Relief Options

Option 1- Concession

The following students are entitled to the concession rate on course fees:

  1. Persons and dependants of persons holding:
    1. A Pensioner Concession Card.
    2. A Repatriation Health Benefits Card issued by the Department of Veterans’ Affairs.
    3. A Health Care Card.
  2. Persons and dependants of persons in receipt of AUSTUDY or ABSTUDY.
  3. Persons and dependants of persons in receipt of the Youth Allowance.
  4. Persons and dependants of persons who are inmates of a custodial institution.
  5. Secondary school aged persons, not enrolled at school.

Option 2- Fee Instalments

This option will see an individual payment plan developed by Rural Training Australia and agreed to by the student for agreed payment instalments within the period of the Training Contract delivery. A minimum deposit of $100.00 will be required from the student.

 

Option 3– Fee Exemption

This option will only be available where a student is able to demonstrate that their current financial circumstances are causing severe hardship and prevents the student from meeting any student fee obligations.

 

VET IN SCHOOLS

Secondary school students are exempt from course and resource fees if they:

  1. are enrolled at school, as defined in the School Education Act 1999; and
  2. are undertaking a VET course.

Fee Relief Application Procedures

In receiving a request for Fee Relief Rural Training Australia will:

  • Ensure that the student is aware of the options available for Fee Relief.
  • Provide the student with a Fee Relief application form and guide them in the completion procedures.
  • Ensure the completed application is forwarded by the student to Rural Training Australia Management by mail for assessment.
  • Assess the application based on stated financial circumstances ensuring that reasonable and fair judgment is employed to determine the ability of the student to meet their fee payment obligations.
  • Communicate the assessment outcome to the student in writing establishing the agreed payment conditions and time parameters for these payments. The agreement will require a student acceptance signature.
  • Establish the agreed payment conditions and time parameters for payments being assessed in the case of Option 2 – Fee Instalments. Payment in this case must be over a period of no less than 8 weeks from 6 months from registration of training contract date.
  • Provide a letter of Fee Relief waiver in the case of severe financial hardship for Option 3 – Fee Waiver
  • All records of Fee relief application, agreed payment schedules and correspondence shall be maintained on the student’s enrolment file for future reference and access at audit.

 

Assessment levels for fee relief applications

In assessing a fee relief application Rural Training Australia management will apply the following assessment levels:

 

Option 1- Concession

A student will need to provide the appropriate card and may be asked for additional evidence.

 

Option 2 – Fee Instalments

A student will need to demonstrate that they have less than $600.00 per month surplus finance to qualify for Rural Training Australia fee instalment option.

 

Option 3 – Fee Exemption

A student will need to demonstrate that they have less than $500.00 per month surplus finance to qualify for Rural Training Australia Fee Exemption option.
